    “It is an honor to serve as your Orange County Supervisor representing the communities of Orange, Santa Ana, Anaheim, Tustin, and Garden Grove. I am seeking re-election to continue working every day to improve the quality of life for the families, seniors, and small businesses that make our communities strong. During my time on the Board of Supervisors, I have focused on being responsive to my constituents, improving access to health care, protecting essential safety-net programs, advancing housing projects and bringing new approaches to addressing homelessness, defending civil and immigrant rights, strengthening government accountability and transparency across all county departments, including audits of contracts that convicted former Supervisor Andrew Do influenced.

    My office has worked closely with community organizations, health providers, and local governments to ensure residents maintain access to important health coverage and other vital services. Addressing homelessness and affordability remains one of the most urgent challenges facing Orange County. I have supported efforts to expand housing opportunities, fund homelessness prevention programs, and invest in solutions that help people remain safely housed while creating more affordable housing options for working families and seniors on fixed incomes.

    I believe that protecting civil rights and ensuring all residents feel safe and respected strengthens our entire community. My office has supported partnerships that help residents understand their legal rights, connect families with trusted information, and ensure access to both due process and community resources. I have worked hard to ensure taxpayer dollars are used responsibly and our County receives maximum value for every dollar spent, while delivering effective services. By collaborating with cities,community groups, and regional partners, we can address challenges together and build solutions that benefit the entire county.

    I believe government must be transparent and accountable to the people it serves. Our office has prioritized being responsive to constituent requests and having open communication so residents can get help navigating county programs, resolving problems, and accessing available resources.

    • Vicente has been an outspoken ally of the LGBTQ+ community for many years. When the OC Board of Supervisors voted to ban the Pride Flag in 2023, he was one of the two votes against it - and continues to hang a Progress Pride Flag in his office to this day. Staffers in his office regularly meet with LGBTQ+ organizational leaders from Orange County to discuss ways his office can support the community - full disclosure, Pride at the Pier is among the organizations that have met with Sarmiento’s office.

    In an interview with the Washington Post during COVID, then-Santa Ana Mayor Vicente Sarmiento talked about the importance of language accessibility in a community that encompasses more than simply monolingual English speakers, or who don’t have access to the internet. 

    “Yeah, so it's not even solely an issue of language disparity, right? We're also talking about households that aren't even connected to the internet. So, you have this, you know, dual problem. So, what we did during 2020, when vaccines weren't even available and weren't developed at that time, we took our information and our resources and embedded ourselves in neighborhoods. So rather than having, you know, sites where people could go to because we knew people had transportation problems as well, we went to more than a hundred neighborhoods and took our mobile, you know, trucks and resources and delivered, you know, about 35,000 tests, and we delivered more than 300,000 facemasks. So those are ways that we realized it is kind of going back to, you know, grassroots efforts, going back to talking to people, going door to door, because these are folks that, again, need to have that--have that contact.

    So, it was tricky, because, again, this was prior to the delivery of the vaccine. And you know, we had many of our staff going out and risking their lives, you know, having to go and communicate with our residents. But we knew that that was the only way we could effectively communicate and provide resources because, again, we had problems and challenges with respect to, you know, just access to the internet, problems and challenges with respect to language. So we just felt that this was probably the most effective, although, you know, labor intensive way to do it. But I saw that other communities, once they saw us doing this, starting to emulate and replicate what we did here, because it really was kind of going back to, you know, sort of a maybe, you know, a grassroots more old, less conventional way to do it--but, look, a more effective way to do it, I believe.”

    Mendoza’s 2026 campaign website is listed as “expired”, but her 2022 Santa Ana City Council campaign website, for a race she lost, is still active.

    • In the 2024 general election, Nelida endorsed Lloyd Boucher-Reyes for SAUSD.  Boucher-Reyes is openly anti-LGBTQ.

    • Nelida supported a Recall of Ceci Iglesias, a far-right Santa Ana City Council member.  The Recall was successful, and Nelida was chosen to replace her.

    • Nelida’s 2022 Santa Ana City Council campaign website is still active here.

    • Nelida has been a Trustee on the Rancho Santiago Community College Board since 2012. 

    • She served as a city council member on the Santa Ana city council before being ousted by Benjamin Vasquez in 2022.

    • When interviewed by the Voice of OC in 2022 during her city council campaign, she answered “what is the biggest issue in the city (of Santa Ana) right now?” Her answer: “High crime, which is partially due to the addicted and mentally ill homeless individuals. We provide wrap around services for rehabilitation centers, mental health treatment facilities and shelter for families. If we reduce our homeless population, the crime rate will also decrease. The County of Orange must collaborate to address this issue.”

    • When asked in the same interview about the topic of investing in police and having more police oversight, she said, “Investing in more police officers will ensure safer communities.”  Later in the interview, she continued, “I strongly support our police officers, as they are the people who will risk their life to save yours and keep your family safe.”

    • On the topic of public safety in the same interview, she said, “Public safety is living comfortably in your home without fear of intruders; taking walks without constantly looking over your shoulder; enjoying our parks without encountering homeless individuals on our parks and sidewalks.”

    • On the topic of posting government meeting agendas earlier to improve citizen accessibility, she said, “It would not be productive to post agendas any earlier. This is because the various departments may not have enough time to prepare their item. Thus, it may delay items from being posted and business decisions may take longer implement. The public already has input in budget decisions.”

    • When asked in this interview if she felt the 2020 Presidential Election was stolen, Mendoza replied, “I do not have enough facts to make an informed opinion.” There is an editor’s note that she reached after the publication of the article and asked for an opportunity to clarify, where she then said that she did not feel the election was stolen.

    Note: Her social media is fairly open about her priorities focusing on what she feels are failures of the family court system, and how she was inspired to run after she lost custody of her child. Her campaign website, however, shifts the focus to more traditional issues. 

    Her campaign website lists the following priorities;

    • Protect Children and Families; Orange County must prioritize the safety and wellbeing of children and families.

    • Government Transparency; Taxpayers deserve to know how decisions are made and how their money is spent.

    • Accountability; Government officials must be accountable to the people.

    • Veteran Support; Those who served our country deserve respect and meaningful support.

    • Strong Communities; Safe neighborhoods, responsible leadership, and engaged communities.

    Per Davis’ website, she received a Bachelors in psychology from Chapman University, and an MBA from an undisclosed institution. She’s also listed her experience as a federal analyst for the U.S. government, and as an Air Force veteran. We were not able to find her Linkedin to further investigate these qualifications. 

    She does state under her educational qualifications that she received an MBA, but elsewhere on her website it states that she received a Master’s Degree in Educational Counseling with a PPS Credential - these are both Master’s degrees, but Educational Counseling is either a Master of Arts or a Master of Science degree - not an MBA. We weren’t able to successfully investigate further to clarify this discrepancy.

    Her instagram reveals her connections with anti-LGBTQ+ extremists.  

    In an interview with Joaquin Castillo Cruz, a small time MAGA podcaster who aligns himself with anti-trans rhetoric, she openly states that her initial reason for running was when the Family Court System took her child from her “for personal profit”. She does not express any more details about the case. 

    On her instagram, she has a number of posts advertising a panel event called Reforming California’s Courts and Beyond. In the caption, she specifies her focus on “coming together to expose the truth and fight for change in Family Court, Probate Court, and the Juvenile (CPS) System”. 

    • She paneled at this event along with Lucy Vellema, who she is supporting for the other open Board of Supervisors seat. 

    • This event, happening on May 1st, is advertised as being livestreamed by the Adam Vena show - Adam Vena is well known as an anti-trans activist who lost custody of his trans daughter after being physically abusive towards her. He has claimed that the family court system has robbed him of his ‘son’ - he’s even met with the Trump administration to argue this case. 

    • Other panelists include gubernatorial candidate Daniel Mercuri, who is running to “restrain school indoctrinators, refine student education, strengthen parental rights”

    • Lisa, who runs on the dog-whistle “parental rights”, is heavily affiliated with anti-LGBTQ voices across the region, and has voted against LGBTQ+ interests every time they’ve come across her desk, including a vote to sue the state of CA over AB 1955. This lawsuit is demanding the right for the school board to terminate teachers who don’t out trans students to their parents. 

    • Lisa has served as the Dean of Communications at Chapman University. 

    • Lisa is a fellow within The Club For Growth Foundation. This is important! The CFG Foundation is the non-profit “education” wing of the Club For Growth, one of the most powerful and well-funded conservative organizations in the United States. CFG is essentially the political enforcement arm of radical free-market capitalism within the US. Their agenda is a blueprint for the total commodification of public services and the concentration of wealth. They were a major driver behind the “Big Beautiful Bill” in 2025, pushing for Medicaid work requirements, cuts to SNAP, repealing climate credits, tax cut extensions for the wealthiest 1% of Americans. They also lobby for the privatization of programs like Social Security and Medicare, the dismantling of public education, and the abolishment of estate taxes, which would allow the wealthiest 1% to get around tax obligations. They are successful in pushing for these policies through their method of aggressively funding the replacement of any Republican they view as too “moderate” on these issues - a long-term method that has reaped them significant results. This can be seen in one particularly startling way - of the 147 Congress members who voted against certifying the 2020 election results, CFG was their largest financial donor across the board, with a whopping $20 million spent across 2018 and 2020 on their campaigns. As a fellow within this organization, Lisa assists with these efforts.

    • The Chapman University newspaper, the Panther, has written about Sparks extensively. You can find some of those articles here, here, here, and here.

    • The Voice of OC wrote about the controversial Covid-19 report that the OC BOE issued in June of 2020, where they pushed back on recommended remote learning policies. In the article, it says, ‘Lisa Sparks, a member of the board and Dean of Communication at Chapman University, stressed that the recommendations in the report calling masks and social distancing harmful for children came from the panel’s deliberations in a recent NPR interview. “That line was from the experts on our panel,” Sparks said. “We had pediatric experts on our panel. We had policy makers on our panel.But now, multiple members of that panel have disavowed the report, saying it does not represent their views and that they were never consulted on the document.

    • The OC Register published a small write-up about election night results during the 2022 election cycle for the seat Sparks is now an incumbent in. 

    • NPR interviewed Sparks in July of 2020 after the OC BOE made the decision to re-open schools for in person learning. A key section of that interview went as follows; 

    MCCAMMON: “Orange County is logging an average of nearly 1,000 new coronavirus cases every day. If the schools in your area go back to normal and there is a major outbreak, if the death toll starts to climb, what should happen?”

    SPARKS: “Yeah. It's my understanding from the research that the kids age 25 and below, certainly 18 below, in Orange County, there are zero - I think there's zero deaths. There are very, very low deaths with young children under the age of - I believe it's 25. So I think that's another big, important component here to the decision-making about reopening K-12 schools.”

    MCCAMMON: “Yes. But, again, what about the people who are not under 25, all of the people in the community that live with those children and have contact with them on a regular basis?”

    SPARKS: “Absolutely. And those are decisions that families are going to need to make based on their own family situation. But to have that parent choice, that family choice, is going to be really important.”

    Lisa’s 2018 campaign received $5,000 from The Family Action PAC, a SoCal group that fights for forced outing policies, book bans, curriculum restrictions, and equal access in sports.     In an article by the LAist, Sams is quoted with the following. 

    • “First priority is addressing the deficit. Second, secure special education services for special needs. Thirdly, I will create protection and mentally healthy space for all youth. I will work with county, state and federal departments and build relationships that can provide facilitation of federal funds. This can be done by petitioning courts and governing bodies to hear budgetary issues, special needs issues and services. Accountability will highlight the laws, which if enforced, will create conversation and voting movement among board members thereby provoking action among inactivity.”

    • On the topic of charter schools; “I will utilize criteria such as what type of credentialing exists for teachers and staff within the charter program (...) What kind of internal controls currently exist within charter management, which can work to prevent self-dealing and fiscal irresponsibility? Lastly, in what ways do charter schools decrease homeowner value? (...) Charter schools resulted from the Orange County Board of Education not successfully securing funds from the federal government 25 years ago. This led to massive debt and decreased services to special needs youth. As a result, parents began looking for other options to provide services for their children.”

The State Superintendent of Public Instruction oversees the rules for all California schools and decides what students are taught in their classrooms.
